Planning Consent for 15 New Flats in Bournemouth Town Centre

We’re delighted to share that planning consent has been granted for 15 new flats within the upper floors of the former WH Smith / Post Office building at 9–13 Old Christchurch Road.

The ground floor and basement will remain in commercial use, while the upper floors — previously surplus to requirements — will now provide much-needed new homes in the town centre. This scheme makes a meaningful contribution towards addressing the ongoing issue of vacant upper-floor space, which continues to affect many high streets across the country.

Darryl Howells of DHCP guided our client through a carefully considered, incremental planning strategy. The initial application introduced new windows to both the front and rear elevations, which will ultimately serve the proposed flats. As the building sits within a conservation area, it was essential to robustly justify these changes and demonstrate how they would enhance the building’s character — both from the Victorian street frontage and the more utilitarian rear courtyard façade. Each elevation required a bespoke design response to ensure the additions were sympathetic and contextually appropriate.

To the street, the scheme replaces the existing infill, windowless cladding at first-floor level with new heritage-style casement windows and stone surrounds. These enhancements complement the upper floors and help restore the façade to its original splendour. Many of the new homes will benefit from views across the town square, with upper levels even enjoying glimpses of the sea.

Following approval of the façade amendments, a Prior Approval application for the 15 flats was submitted and we are pleased to confirm that consent was granted last week.

It is encouraging to see continued investment in the town centre and the sensitive restoration of underused buildings. We are proud to be involved in projects that help bring life back to our high streets.

The relatively swift determination of both applications reflects DHCP’s expertise and strategic approach, alongside a local authority that, on this occasion, proved responsive and efficient in its handling of the proposals.
